Ottawa requires 225% more security guards per x-ray machine than other airports?

I went through Ottawa a couple of weeks ago and there were 9 security guards manning the one xray machine in operation. That meant a big line-up and about 45 minutes to process the 25 people ahead of me.

I've now checked at Logan, SFO, and Vancouver. They are all 4 security guards per xray machine.

What's with Ottawa and being so inefficent and slow? I knew that bureaucracy in Ottawa was on the rise again but this is ridiculous!
